When I added casters to the bottom of a stand of drawers I went to Home Depot and got caster wheels that they sold. Unfortunately They were only rated at 50 pounds. I had to change them to a caster that was rated at 220 pounds, which I found at www.Amazon.com for $8.40 each made by Steelex company. They also have a double locking ability to allow me to lock them in position.

This new wheel allows me to roll my stand and other mobile bases easily over my concrete floors unlike the original wheels that were under-rated. I think a 3 inch wheel diameter is the minimum wheel size you should  use.

Harbor Freight has some good prices on heavy duty ones that I've used but the locks are a bit flimsey - have not broken yet so just a feeling.

But the ones I really would like to use and perfect for my application (rolling workbench)  are the new Rockler workbench caster kit  http://www.rockler.com/product.cfm?page=30842&site=ROCKLER but not at $75.  Maybe  half that I would do.  Anyone know of similar lifting type ones?

Have you considered Rockler's total lock caster set 58866, 110 lb per wheel, normally $49 on sale at the moment for $29?

That is the style I have now.  They work but the bench can still wiggle - I like the idea of the legs setting on the ground for a solid feel.  Price is great - thanks.
